NOTES:
1. The classification used differs slightly from that used in Appendix 11 of the NIEC report on Full Employment. A review of the appropriateness of this classification was undertaken in the course of preparatory work for the Third Programme and improvements were made in some sectors. However, the amounts involved do not affect the distribution of expenditure significantly. It is stressed that in assigning expenditure in this way arbitrary distinctions are unavoidable and alternative classifications are possible.
2. The aim has been to exclude so far as possible expenditure on all items not regarded as forming part of capital formation on national accounting definitions. With the exception of capital expenditure on improvement of roads only expenditures forming part of the public capital programme have been included. The figures relate to financial years.
3. For 1971/72, the figures given are the April budget estimates as amended for (i) extra allocations announced in the Budget speech (ii) the increases announced in the Dáil on 27th October, 1971, and (iii) the increased allocation for the Agricultural Credit Corporation announced by the Minister for Agriculture and Fisheries through the Government Information Bureau on 1st December, 1971.
