asked the Minister for Local Government if he is aware of the introduction in a number of US states of a "no fault" system of compulsory motor insurance, the object of which is to speed settlements of claim, curtail expensive lawsuits and reduce premiums; and if he will state his attitude towards the introduction of a similar system here.

I am aware that in some countries, compulsory motor insurance is based on the concept of "no fault" or a variation thereof. In Ireland, it operates by reference to the liability created under civil law for "fault" or negligence. A change in the general law on civil liability would be a matter for the Minister for Justice. Motor insurance is being considered by a committee set up by the Minister for Industry and Commerce and pending their report, I do not propose to initiate any change in the existing statutory provisions.
