asked the Minister for Finance whether he is aware of the present voluntary efforts in train in the North and South to provide financial assistance for the restoration of Saint Patrick's Cathedral, Dublin; and whether, in view of the national importance of the Cathedral, any consideration has been given to providing a contribution from the Exchequer.

The answer to both parts of the question is in the affirmative. While the national importance of St. Patrick's Cathedral is clear I am advised that in view of Article 44.2.2º of the Constitution, it is open to serious doubt whether public moneys could be used for a purpose such as this.

Can the Minister state if any request has been made for a grant from Exchequer funds for this purpose?

I do not think so.

Can the Minister state if public money has been spent on the upkeep of Holycross Abbey?

No. The position with regard to Holycross Abbey is that it is a national monument and, as such, the Office of Public Works are responsible for its maintenance. However, the total cost of restoration is being borne by the Archbishop of Cashel.

The total cost?

The total cost of restoration as distinct from maintenance of the abbey, either in its unrestored or restored condition.

Would the Minister not agree that St. Patrick's Cathedral has importance both in the North and South and, even if it does not technically come into the category of a national monument as referred to by the Minister, in a real and live sense it is a symbol of North/South unity in an important part of our heritage. In the circumstances could not a gesture be made of some kind of grant towards its restoration?

It is not open to me deliberately to breach the Constitution. However, I believe it might be possible in another way to be of some assistance in this regard and if I were to receive a request, I would have it investigated.
