asked the Minister for Lands the progress made in relation to the proposal in paragraph 5.112 of the Third Programme for Economic and Social Development that a scheme be introduced under which grants would be made towards the legal expenses of proving title and transferring ownership for the purpose of amalgamating and enlarging small holdings into viable units.

The proposal mentioned by the Deputy was one of many suggestions put forward in recent years designed to facilitate the enlargement of small holdings. The need for a scheme is being studied in connection with the implementation of structural improvement measures adopted by the EEC.

Is the Minister aware that in paragraph 5.112 of the programme, it was stated at the time, which was 1969, that a proposal was then being considered by the Government? Can the Minister explain why a proposal being considered by the Government in 1969 has not yet been decided upon in 1972?

That is quite easy.

I am not in favour of the scheme, anyway.

The Minister is not?

Can I take it that the Government have decided not to introduce this scheme?

No. As I said in my reply, we are considering it further in the light of the EEC requirements. Personally I am not in favour of it.

Can the Minister give an assurance that matters of this nature will be announced and that the Government will not go back on what they have led people to believe was their policy without announcing that fact?

It was only being considered.

It was included in the programme on which you fought the last election.
