The question of elections to the European Parliament by direct universal suffrage was discussed by the heads of State or Government at the summit conference in Paris last week. In taking their decision on the strengthening of the powers of control of the European Parliament, the heads of State or Government recognised that, under the treaties, it is for the European Parliament itself to draw up proposals for elections by direct universal suffrage.
