asked the Minister for Transport and Power why a consumer (details supplied) who applied for the extension of the rural electrification service to his dwelling within the time specified in the invitation published by the ESB on 26th January 1972 has not been given the benefits of the service and a special charge has been imposed on him; and if he will make a statement on the matter.

I am informed by the ESB that the consumer in question was connected to the electricity supply on 28th October, 1971, at the subsidised rates available to rural householders under the subsidised rural electrification programme. The special charge referred to is that applied in cases, such as this, where the normal fixed charge does not give the required return on the capital cost of connection.
