It will be appreciated that the plan involves many factors besides harbour works. My Department is concerned with the proposals in the plan for the harbour works involved viz. dredging, reclamation, and the construction of berths. The question of the provision of such works is under consideration in relation to the plan as a whole. Of course, should an industry decide in the meantime to locate at the harbour the question of the provision and financing of its specific requirements by way of harbour facilities will receive immediate attention.
