asked the Minister for Labour the attitude the Government intends to take on the proposed charter to help improve the lot of migrant workers within the EEC; and if he proposes to put extra pressure on the Community so that funds will be made available here in order to reduce the pressure to emigrate.

I assume the Deputy is referring to proposals for assisting migrant workers expected to be contained in the Community's Social Action Programme, at present under consideration. The Government will support workable proposals to bring about improved conditions for migrant workers, but as it is the larger and more prosperous economies that benefit, the Government believe that the main burden in bringing about improved conditions for migrant workers should be borne by those economies.

The Government will exert all possible pressure for Community action, including maximum assistance from the proposed Regional Development Fund and from the European Social Fund, to support employment creation in Ireland with a view to securing full employment and eliminating involuntary emigration. The Deputy is no doubt aware that emigration from Ireland is now at a very low level.
