Ceisteanna—Questions. Oral Answers. - Science Policy.

asked the Minister for Finance if the Government have decided on the machinery for formulating science policy in the context of the EEC.

asked the Minister for Finance the progress made in the EEC regarding the proposals to create a Committee for Scientific and Technological Research; and if he will make a statement on the matter.

I propose with your permission, a Cheann Comhairle, to take Questions Nos. 1 and 2 together.

As I informed the Deputy in reply to questions on 10th May and 6th June last, the whole area of scientific and technical policy is under review and a decision in principle has been taken to set up a new statutory body for science and technology. In the implementing of this decision full cognisance is being taken of the implications for this country of membership of the European Communities.

As regards proposals to create a committee for scientific and technological research, the Deputy is presumably referring to the preparation by the EEC Commission of proposals for a Community policy and programme of action in the scientific and technological area in compliance with the Paris Summit communiqué of October, 1972.

These proposals include the creation of a new committee for scientific and technological research. Its precise role and functions are at present under discussion at the advisory level to the Council of Ministers. It is anticipated that the council will take a decision on the proposals, including that relating to the new committee, before the end of November.

asked the Minister for Finance if the decision to establish a statutory body for science and technology will conflict with OECD recommendations.
