asked the Minister for Posts and Telegraphs if he is aware that a person (details supplied) in County Cork paid money last April to have a telephone installed; and if he will now take steps to have the installation expedited.

As the erection of some four miles of linework is involved and there is already a heavy volume of arrears of construction work in the area, service is not likely to be provided before September. In view of the delay the advance payment made is being refunded and will be collected later.

There are a number of cases where advance payments are taken, sometimes for much longer periods than this case, and when attention is drawn to the delay the Minister directs the refund of the advance. Can he do something to ensure that payments are not taken an unreasonably long time in advance by his Department?

I will take note of the Deputy's comments and representations. I am endeavouring to have this matter rectified.
