So far as local authority officers are concerned, the arrangements to be made in particular cases would be a matter for consideration by the relevant local authorities in the first instance and so far I have received no proposal from any such local authority. As far as local authority employees, other than officers, are concerned, the grant of leave of absence would be at the discretion of local authorities and my approval in the matter would not be necessary.
