asked the Minister for Education if he will consider establishing pre-school classes for young children throughout the country; and if he will make a statement on the matter.

Children may be enrolled in national schools from the age of four years, which is exceptionally low by international standards for the purpose of enrolment in primary schools. A special programme operates in the infant classes involving a blend of individual group and class activities, under which each child plays an active role in his own education and progress at the rate appropriate for him.

In the circumstances as I have outlined them and having regard to the already heavy financial commitments in relation to overall education provision, I have no proposals under examination at present for the establishment of pre-school classes for children under four years of age on a general basis. I should add, however, that, in connection with an evaluation to be undertaken in the near future of the special project at Rutland Street, Dublin, the question of what special classes may be required in a limited number of disadvantaged areas will arise for particular consideration.
