The children's allowance book in question was reissued to the person concerned on 7th November, 1974, and its receipt has been confirmed by her husband. This book had been returned because the stamps issued in implementation of the July, 1974, increase had been damaged while in the claimant's possession. Books returned in this way are reissued promptly in the normal course with new stamps affixed. The delay which occurred in this case was due to the fact that the claimant had changed her address but had failed to have the address on her allowance book changed to her new address.
