asked the Minister for Local Government if, in view of the difficulties experienced by local authorities in acquiring land for library sites in the Dublin region, he will permit the compulsory acquisition of such land.

Section 10 of the Public Libraries Act (Ireland) 1855 provides that the acquisition of land for library sites shall not be otherwise than by agreement, and I have no power to permit the compulsory acquisition of such sites. The repeal of section 10 of the 1855 Act is being considered in the context of the consolidation and amendment of the law relating to compulsory acquisition powers and procedures which are under examination in my Department.

Realising the importance of this would the Minister give it particular attention?

I agree that it should be amended and I am doing everything I can to do that. I do not want to attempt to have this on its own. There are other matters dealing with compulsory purchase powers which need tightening up and I am including these in the whole lot.

When will this legislation be introduced?

After the Summer Recess, I hope to have something on it.

Can the Minister not bring it in with the Planning Bill?

So many things have been put in for that Planning Bill by the Deputy and his colleagues that it looks as if it is going to be very difficult to get it through the House. By doing so they are holding up legislation of the type referred to.
