A number of cases where farmers claimed to have submitted applications which we did not receive have come to my notice. Unfortunately, however sympathetic our approach to such cases may be, it is not practicable, if schemes of this kind are to be administered equitably and efficiently, to depart from the rules or grant exceptional treatment in individual cases.
