asked the Minister for Foreign Affairs the progress that has been made by the Conference on Security and Co-operation in Europe with regard to the minimising of restrictions on emigration in East European Countries.

The Final Act of the Conference on Security and Co-operation in Europe which was concluded in Helsinki earlier this year, besides setting out principles and provisions applicable to the political and economic relations between the participating States, includes a series of political commitments intended to give practical expression to detente by facilitating the freer movement of people and ideas. These provisions do not deal with the general question of emigration but with certain aspects such as the reunification of families, marriages between citizens of different states and travel for personal or professional reasons.

If these measures are effectively implemented by the participating states then some progress can be expected in the area mentioned by the Deputy.
