The Governing Council of the United Nations Environment Programme recommended at its meeting in April of this year that a second United Nations conference on the human environment be scheduled for not earlier than 1980. It is likely that the conference will be an intergovernmental one similar to the first United Nations Conference on the Human Environment held in Stockholm in June, 1972, which was attended by an official delegation headed by the then Minister for Local Government.
