asked the Minister for Social Welfare when the old age pension will be paid to a person (name supplied) in County Offaly.

Old age pension at the full rate with effect from 5th March, 1976, has been provisionally granted to the person concerned pending receipt of the decision of the local pension committee. The pension order book was issued to the post office of payment on 21st June, 1976, and arrears of pension have also been paid.

asked the Minister for Social Welfare why unemployment benefit has not been paid to a person in County Offaly (details supplied) who applied eight weeks ago.

When the person concerned made her claim for unemployment benefit on 3rd May, 1976, inquiries were necessary as to whether she satisfied the statutory condition for the receipt of unemployment benefit which requires the claimant to be available for employment. When the required information has been furnished a decision on her entitlement to unemployment benefit will be given by a deciding officer without delay and she will be notified of the result.

asked the Minister for Social Welfare the cause of the delay in paying unemployment assistance to a person in County Kerry (name supplied) who is signing since last December.

The person concerned was not entitled to payment of unemployment assistance on his application of 15th December, 1975, as he was not the holder of a qualification certificate. Following a report by a social welfare officer, who made several requests for certain information which was not forthcoming, a deciding officer refused his application for a qualification certificate on the ground that as he had not furnished full particulars he had failed to show that his means were within the statutory limit for entitlement to unemployment assistance. If he is now prepared to furnish all required information and notifies his local office to that effect his application for a qualification certificate will be reconsidered.

asked the Minister for Social Welfare the cause of the delay in paying arrears of children's allowance to a person in County Kerry (details supplied) who has not been paid for the past three months.

The delay in paying an adjusting amount of £6.15 monthly from April, 1976, to the person named in the question, to bring her full monthly payment to her entitlement of £32 arose from the fact that the books making the adjustment which were issued in the normal way did not reach the claimant. The necessary adjustment was made on 21st June, 1976, and the full entitlement of £32 monthly is now in payment.

asked the Minister for Social Welfare the cause of his extraordinarily long delay in paying unemployment assistance to a person in County Cork (name supplied).

Payment of unemployment assistance was made to the person concerned on his application of the 18th October, 1974, at the appropriate weekly rates up to 17th February, 1976, when payment was suspended pending the reinvestigation of his means by a social welfare officer. On receipt of the social welfare officer's report, a deciding officer reassessed his weekly rate of means at £15.79 with effect from 18th February, 1976. Arrangements were made to have payment of all arrears due to him on the basis of the revised assessment paid by post on 25th June, 1976. He has been advised of his right to appeal against the deciding officer's decision if he is dissatisfied.

asked the Minister for Social Welfare if he will arrange to have unemployment assistance paid to a person in County Cork (name supplied).

Unemployment assistance is not payable to the person concerned on his application of 18th May, 1976, as he is not the holder of a qualification certificate which is a necessary requirement for entitlement to unemployment assistance. A deciding officer refused his application for a qualification certificate on the ground that as he had not furnished full particulars he had failed to show that his means were within the statutory limit for entitlement to unemployment assistance. If he is now prepared to furnish the required particulars he should notify the local office to that effect with a view to having his application for a qualification certificate reconsidered.

98.

asked the Minister for Social Welfare when children's allowance books will be issued and arrears paid to a person (name supplied) in County Offaly.

Allowance books at the appropriate rate of £14.60 were issued to the person referred to in the question on 4th June, 1976, and a payable order in respect of arrears of payment due was subsequently issued to her.
