andMr. Leonard asked the Minister for Local Government the number of vacancies for clerical officers and library assistants with the various local authorities and the qualifications necessary for these positions.

The information about vacancies requested by the Deputies is not available in my Department as staff vacancies which occur in local authorities, from time to time, are filled by the local authorities, without reference to me. Regarding the qualifications for the offices of clerical officer and library assistant, I propose, with the permission of the Ceann Comhairle, to circulate with the Official Report copies of the qualifications for these offices.

Following is the statement:

OFFICE OF LIBRARY ASSISTANT

QUALIFICATIONS

1. Character: Each candidate must be of good character.

2. Age: (a) Where appointment is to be made following public advertisement each candidate must be not less than 17 and must be under 24 years of age on the first day of the month in which the latest date for receiving completed application forms occurs.

(b) The upper age limit will not apply to existing pensionable officers or pensionable servants of a local authority.

(c) Candidates who have had service in the permanent Defence Force may make the deduction from their ages provided for in the Regulations made by the Minister for Local Government.

3. Health: Each candidate must be free from any defect or disease which would render him unsuitable to hold the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

4. Education: Where appointment is to be made following public advertisement each candidate must have obtained at least Grade D, (or a Pass) in at least five subjects, or in four subjects including Irish, form the approved list of subjects, in the Department of Education Leaving Certificate Examination or have passed an examination of equivalent standard or have matriculated in the National University of Ireland or an equivalent body.

The Minister for Local Government declares the foregoing to be the QUALIFICATIONS for the office of LIBRARY ASSISTANT.

OFFICE OF CLERICAL OFFICER (ADULT)

QUALIFICATIONS

1. Character: Each candidate must be of good character.

2. Age: (a) On the first day of the month in which the latest date for receiving completed application forms occurs each candidate must be not less than 17 years of age and not more than:

(i) 21 years of age if a candidate for the office of Clerical Officer

(ii) 27 years of age if a candidate for the office of Clerical Officer (Adult).

(b) The upper age limit will not apply to an existing pensionable officer or pensionable servant of a local authority or health board in the State or to a widow who was formerly a pensionable officer of a local authority or health board in the State and who ceased to hold her office by reason of her marriage.

(c) Candidates who have had service in the permanent Defence Force may make the deduction from their ages provided for in the Regulations made by the Minister for Local Government.

3. Health: Each candidate must be free from any defect or disease which would render him unsuitable to hold the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

4. Education, Experience, Etc.:

(i) Each candidate must—

(a) have obtained at least Grade D (or a Pass) in English, Mathematics and at least three other subjects (or two other subjects including Irish) from the approved list of subjects in the Department of Education Leaving Certificate Examination or have passed an examination of equivalent standard, or have matriculated in the National University of Ireland, Dublin University or an equivalent body.

or

(b) have satisfactory experience in a permanent and pensionable office of Clerk, Typist (Clerical Duties), Clerk/Typist (Typing and Clerical Duties) or Clerk/ Typist under a local authority or health board in the State.

(ii) For a period of one year from the date of coming into operation of this Order, paragraph 4 (i) will not apply to a Dental Attendant, a Receptionist or a person employed in an analogous post under a local authority or health board in the State.

The Minister for Local Government declares the foregoing to be the QUALIFICATIONS for the offices of CLERICAL OFFICER and CLERICAL OFFICER (ADULT) with effect from 1st April, 1974.
