Notes:

1. Dublin Corporation and Dublin County Council sought £34,786,000 and £16,809,000 respectively for expenditure in 1978 on commitments and for new works to start in the year. The overall allocations notified to cover both commitments and new works were, as follows:—

2. Allocations notified for commitments include provision for (a) balances on the local authority housing capital account at 31 December 1977, (b) expenditure in 1978 on completed schemes and (c) expenditure in 1978 on schemes contractually committed in 1977 but not started until 1978.

3. Allocations for new works notified are in respect of housing schemes, cottages etc., expected to start by 31 July 1978. In the division of the resources available for new work the many factors, other than the level of claims, which were taken into account included the current level of work in progress and the stage reached in the planning of proposed new work, the comparative urgency of housing needs to be met by the proposed new schemes, the need to maintain a good spread and reasonable continuity of employment and contracting resources and the level of allocations in each area for the last three years. A general review of expenditure on the local authority housing construction programme will be made during the Summer, and additional allocations may be made, within available resources, for starts later in 1978.
