asked the Minister for Agriculture if he will restore the subsidy on phosphate fertiliser.

Increased funds are required urgently for important areas of agricultural development and the optimum use of available resources does not permit the restoration of the subsidy on phosphate fertilisers.

Does the Minister agree that there is serious underuse of phosphate on Irish farms?

I am not aware that there is underuse of phosphate on Irish farms.

Is the Minister aware that the farm bulletin published by his own Department has said that there is, that about one-third of the amount of phosphate that should be used to get maximum value from the land is being used? In view of this, how can he justify the withdrawal of this important subsidy?

If it is found necessary to apply more phosphate I am sure the farmers will do that regardless of whether the subsidy is withdrawn. This subsidy was introduced in 1958 when farm income amounted to £99 million. The estimate for 1977 is £720 million, so farm income has increased substantially since this subsidy was introduced in 1958.

Would the Minister agree that the value of phosphate as distinct from other basic elements of fertiliser, is long term rather than immediate and that, therefore, farmers need more encouragement to use phosphate?

I agree with some of the points made by the Deputy but I do not think the withdrawal of this subsidy will deter farmers from using phosphate if it is found necessary to do so. We must take into consideration the need for extra moneys in other sections, such as animal disease eradication, which is more important at present.
