asked the Minister for the Environment the proposals for a pay adjustment received in his Department since 1 September 1977 from the County Councils of Kildare and Galway, that were (a) sanctioned, and (b) not sanctioned, together with any other proposals from these local authorities received prior to 1 September which have not been sanctioned; and the reasons for the delay, if any, in sanctioning the proposals of the local authorities.
