asked the Minister for the Environment if first-time purchasers of new houses are being deprived of the £1,000 grant, in cases where his Department had previously sanctioned grants to builders under a former scheme, although the houses have not been commenced until after the introduction of the present scheme.

Such purchasers are not being deprived of the £1,000 grant provided that no grant was paid to the builder and he agrees to withdraw his application under the old scheme to allow the purchaser to benefit under the new scheme. I understand that builders are agreeable to this course in most of the comparatively small number of cases involved.
