asked the Minister for the Environment if, with a view to reducing human intake of noxious fumes, he will take steps to require that all large public service and commercial vehicles be fitted with exhaust pipes which emit fumes at least nine feet above street level; and, if not, why.

The answer to the first part of the question is "no". Existing exhaust systems on commercial vehicles are designed to meet specific noise and smoke level requirements. I am advised that modification of these systems to overhead operation could adversely affect their performance, apart from imposing substantial and unjustified costs on the community.
