asked the Minister for the Environment, regarding the Road Traffic Act, any amendments to that Act, or any other legislation governing the issuing and conditions of taxi licences, the conditions regarding the availability of the car and driver, who is responsible for monitoring such criteria, and if he is satisfied regarding the implementation of these conditions.

The Road Traffic (Public Service Vehicle) Regulations, 1963 to 1978. made under the Road Traffic Acts, prescribe, inter alia, the procedure for the licensing of public service vehicles, and the licensing of drivers of such vehicles, including taxis.
The granting of both public service vehicle and driver licences and the enforcement of the provisions of the relevant regulations are matters for the Garda Commissioner.
