I seek the permission of the Chair to raise on the Adjournment the inadequacy, unjust and unfair manner of distribution—in some cases the lack of distribution—of petrol supplies in Donegal. A very difficult situation has developed for everybody but particularly for those living in areas where supplies are not being made available for up to one month.

Does this request arise out of a Question on the Order Paper?

I will communicate with the Deputy.

I seek permission to raise on the Adjournment the question of persons who normally receive disability benefit on the furnishing of medical certificates. Up to now they received the allowance from the Department but I understand that the clerical officers in the Department now treat those certificates as post and are not dealing with them. The result is that those entitled to that benefit are not receiving it. I should like to know the alternative arrangements the Minister intends introducing.

I was not satisfied with the answer given in relation to Question No. 4 on today's Order Paper and I wish to raise the subject matter of it on the Adjournment.

I seek permission to raise on the Adjournment, in view of the proposed national understanding reached between the Government and the unions yesterday, if the Minister for Posts and Telegraphs would reconsider his position and open direct negotiations with the Post Office Workers' Union with a view to resolving the Post Office dispute.

I should like to state that Question No. 69 on the Order Paper relating to oil and petroleum products was addressed to the Taoiseach and I asked him to raise the matter at the next meeting of the European Council. Nobody had my authority to change that question and I can only conclude from the change that the Taoiseach is embarrassed by the question.

I seek permission to raise on the Adjournment the question of whether the outstanding headage payment grants might be paid through other sources since there is no post by which to convey them to the farmers.
