andMr. Kavanagh asked the Minister for Foreign Affairs the proposals, if any, for establishing a Development Co-operation Council and, if so, if that body will have any role in the participation by Ireland in the negotiation of the Fourth European Development Fund.

144.

asked the Minister for Foreign Affairs if it is envisaged that the proposed Development Co-operation Council which has yet to be established would have a positive role in formulating guidelines for the activities of the semi-State and private sectors in overseas commercial operations.

With the permission of the Ceann Comhairle, I propose to take Questions Nos. 122 and 144 together.

I expect to be in a position to announce the establishment of an Advisory Council on Development Co-operation in the immediate future. I do not consider that it would be appropriate for me to speculate at this stage on issues that might be discussed by it.
