Vol. 313 No. 9

Written Answers. - CSO Tax and Transfer Policy Study.

303.

asked the Taoiseach if the Central Statistics Office have carried out a study on the redistributive effects of State tax and transfer policy, and if so, when this study will be made available to the public.

The Central Statistics Office are at present carrying out an analysis of the redistributive effects of taxation and State benefits on household income. The analysis is based on the results of the 1973 Household Budget Survey and it involves the use, at the individual household level, of the figures for direct taxation and direct benefits, such as social welfare receipts and scholarships, together with the estimation of the indirect tax content in household expenditure and the value of indirect benefits, such as health treatment and education, provided by the State. The individual household results are being aggregated and classified in different ways—by income group, social group, household tenure and so on. The resulting tables will show the effect of taxation and benefits on the direct income of households.

It is expected that the results of the study will be published in the early autumn.
