asked the Minister for Foreign Affairs in respect of the year 1978 the amount from the Bilateral Aid Programme which has been (a) allocated to, and (b) spent through semi-State bodies; in the case of each project: (i) the nature of the project; (ii) the semi-State body involved; (iii) the total cost; (iv) the share of the cost borne by the bilateral programme by the semi-State body and by other named sources; (v) whether the Irish semi-State body or bodies concerned were involved on a break-even, semicommercial or commercial basis, and (vi) how many semi-State employees were involved in each project.
Written Answers. - Bilateral Aid Programme.
There is no global annual allocation of funds to firms in the Statesponsored sector under the Bilateral Aid Programme. Rather is it the position that organisations in this sector are engaged, as appropriate, by my Department to execute specific projects within the programme. The basis on which the organisations concerned agree to negotiate their involvement in the execution of a project is a matter for their boards and/or for their responsible Ministers.
It is difficult also to be precise about the questions of costs raised in (iii) and (iv). The costs shown below can be considered, however, to be almost the full cost of each project in 1978. This does not, however, include the local back-up cost factor, which is normally met by our partner countries. I would add also that some projects are integrated into larger national or international programmes, not funded by Ireland, details of the financing of which would not be readily available to me.
On (vi), I give below the number of personnel employed on the ground in developing countries on each project by State-sponsored organisations in 1978. In addition, of course, officials of these organisations were assigned, as required, on a short-term basis to assist in the implementation of projects. It would be extremely difficult and time-consuming, however, to quantify these short-term assignments. In addition, given that the grades of staff involved, together with the duration of their involvement, varied considerably from project to project, this might not be a particularly meaningful exercise.
With these qualifications, therefore, the answers to (a), (b), (i), (ii), (iii) and (vi) are given below.
