asked the Minister for Foreign Affairs if Ireland will lend its support to the setting-up of a high level group to undertake work for the 1980's on restructuring the international economy as proposed by the Group of '77 in their Arusha programme.

I take it that the Deputy is referring to the proposal put forward by the Group of 77 at the recent Fifth United Nations Conference on Trade and Development (UNCTAD V) which took place in Manila, 7 May—3 June 1979. This would provide for the holding of global consultations within the framework of UNCTAD on policies in the fields of trade, development, money and finance and for the establishment of an ad hoc group of government experts to prepare a report for these global consultations. This proposal was originally contained in the declaration issued following the Ministerial Conference of the Group of 77, held at Arusha, Tanzania, in February 1979, in preparation for UNCTAD V.

At UNCTAD V, the proposal by the Group of 77 was the subject of serious consideration. Unfortunately because of the limited amount of time available, it was not possible to reach agreement on the text of a resolution on the matter. For this reason, the entire matter has been referred on for consideration by the Trade and Development Board, which will hold the first part of its 19th Session from 2-19 October 1979.

Ireland can, in principle, support the holding of such global consultations within the mandate of UNCTAD as well as the establishment of an ad hoc group of government experts to prepare a report for the consultations and will participate constructively in the further discussions on these matters which will take place in the Trade and Development Board.
