Order of Business.

It is proposed to take business in the following order: Nos. 1, 2, 3, 12, 13, 14 (resumed), 15, and 17. Private Members' Business, from 7 p.m. to 8.30 p.m., will be No. 86, by agreement.

With the permission of the Chair, I wish to raise a matter on the Adjournment in view of the fact that more than 30,000 people in Ballymun are isolated due to the failure of lifts there because of a strike by lift maintenance men, a contract which was effected by a Fianna Fáil Government in 1968——

The Deputy should not make a speech; notice is sufficient. I will communicate with the Deputy.

I have not stated the matter which I am anxious to raise on the Adjournment.

The Deputy has said a lot.

The Chair permitted Deputy Blaney to speak here for 15 minutes when he was seeking to raise matters on the Adjournment. He sought to raise six items and the Chair listened like a lamb until he was finished.

I am seeking to raise this matter because there is a danger to life in Ballymun flats due to the failure of the lifts. The people there are living in crowded isolation, they cannot use the lifts and some live 32 flights up. They are totally isolated and no action has been taken to relieve the situation.

The Chair should like to make it clear that if Members give notice of a number of things which they wish to raise on the Adjournment, the Chair cannot do very much about that but the Chair will object to a speech being made on a matter which it is proposed to raise. I will not permit that.

Deputy Blaney made four speeches recently when seeking to raise matters on the Adjournment——

That is not relevant; I am moving on to item No. 1.

I should like to ask the Taoiseach when it is proposed to take No. 23 on today's Order Paper.

It is not proposed to take it until after the Recess.

I have been promised repeatedly by the Minister for Fisheries and Forestry, that the matter would be taken within a week or less. That statement was first made three months ago.

That is the subject matter of discussion between the Whips at present.
