Order of Business.

It is proposed to take Nos. 5 and 6.

On the Order of Business I should like to ask the Taoiseach when he intends to comply with Article 29 of the Constitution and lay the agreement between the UK and this State on Border security before the Dáil?

The Deputy has been badly advised legally. Article 29 does not apply to anything that happened on the subject matter he is referring to.

How would the Taoiseach reconcile that statement with agreement that has been reached with the provision of the Constitution, Article 29, which states categorically that every international agreement to which the State becomes a party should be laid before Dáil Éireann?

That is not in order.

Obviously the Taoiseach thought it worthwhile to take advice on it.

Deputy Kelly, who was Attorney General in the last regime, should have a look at some of the arrangements made in the course of that period in similar circumstances.

Is the Taoiseach trying to justify his suspension of the Constitution of this country——
