Vol. 316 No. 5

Written Answers. - State Registrars.

325.

asked the Minister for Health the number of registrars of births, marriages and deaths employed by the State, by whome they are appointed, how often such appointments are made and the salary and general conditions of such posts.

There are 632 registrars of births, deaths and marriages. The appointment of registrars is a function of the chief executive officers of the health boards, subject to such directions as may be issued from time to time by An tArd-Chláraitheoir. Vacancies arise through the death or resignation of the holder of the post.

Registrars receive from the health boards an annual allowance of £50, together with a fee of 20p for each entry they make in the register books. They are also paid fees by members of the public for birth, death and marriage certificates and for certain other services in connection with registration. The workload of registrars varies from district to district.

An tArd-Chláraitheoir has declared the following general rules to be observed regarding the appointment of registrars:—

1. Every Registrar shall be above the age of 20 years and under the age of 65 years, unless An tArd-Chláraitheoir (or An tArd Chláraitheoir Cúnta acting in his absence) shall otherwise approve.

2. Every Registrar must be of good character.

3. Every Registrar shall write a good legible hand.

4. A person previously removed by An tArd-Chláraitheoir from any office held under the Registration Acts shall not be appointed as Registrar.

5. A Registrar shall not hold office for more than one district at the same time, without the consent of An tArd-Chláraitheoir (or of An tArd-Chláraitheoir Cúnta acting in his absence).

6. Every Registrar shall provide a suitable office within the district for which he is appointed Registrar.

7. Every Registrar shall attend at his office on such days and at such hours as An tArd-Chláraitheoir may deem necessary.

8. Every Registrar shall discharge the duties devolving upon him as Registrar in pursuance of the provisions of the Acts of Parliament and of the Oireachtas and of any regulations or instructions which may be issued to him by An tArd-Chláraitheoir.
