asked the Minister for the Environment if he will appoint a town manager or assistant county manager to administer the affairs of the Borough of Drogheda.

There is no provision under existing legislation for posts of town manager in local authorities such as Drogheda Corporation. As to the appointment of an assistant county manager, while there is provision for such an appointment for counties and county boroughs, and while it would be legally possible that an assistant county manager be appointed for Louth County Council who would in practice be assigned wholetime to Drogheda Corporation, I do not think that this would be justified having regard to the present level of population and development in Drogheda. The Deputy will appreciate that there is already a town clerk in Drogheda with the status of a county secretary. To create a further post, at management level, would be out of line with practice throughout the country generally in relation to large boroughs and urban districts.
