asked the Minister for Justice if it is standard practice for members of the Garda to trace and notify owners of all motor vehicles abandoned in their district and if not, the reasons why this is not done.

I am informed by the Garda authorities that where a vehicle appears to the local gardaí to have been abandoned on the public road it is standard practice for them to try to establish whether the vehicle is in fact abandoned and to see whether the owner can be traced. If ownership can be established, the owner is notified by the Garda and asked to remove the vehicle. Any subsequent action by the Garda depends on the circumstances of the particular case. Where necessary the superintendent of the district in which a vehicle is abandoned on the public road may request the relevant local authority to have the vehicle removed.
