Mr. Conlan, Mr. Bruton

andMr. E. Collins asked the Minister for Education the reasons a student (details supplied) in County Monaghan does not qualify for a higher education grant because her parents' income is derived from a farm with an exceptionally high valuation, although certified accounts have shown this income to be less than the required limit and if he will arrange that such accounts be accepted as conclusive evidence of true income for this purpose in future.

The eligibility of candidates for the award of grants in accordance with the provisions of the Local Authorities (Higher Education Grants) Act is determined by the terms of the relevant schemes formulated under the Act. The scheme for County Monaghan, as well as schemes for other counties, specifies limits of rateable valuation in the case of parents whose income is derived from lands. I have no authority to allow a departure from the terms of the scheme in the case of an individual candidate.

The requirements as to the means limits for the purpose of eligibility to be specified in the relevant schemes are reviewed annually in connection with the formulation of the schemes for the year in question.
