asked the Minister for Agriculture if any farmers have been refused grants under the western drainage programme due to lack of outfall for the proposed works.

Lack of outfall is not a major problem in processing applications for grant-aid under the western drainage scheme, but the problem does arise in certain areas where applications cannot be accepted for this reason. The problem is one of a number being considered by a special liaison committee of officers from the Office of Public Works and my Department, which is co-ordinating arterial and field drainage programmes.
