No revenue is received by the Department of the Taoiseach by way of fees for licences or services.

The total amount received by the Central Statistics Office by way of fees for licences and services in 1979 was £5,526. That amount was collected in respect of one type of service only, namely, the preparation of special statistical information, requested by business firms, and so on. The amount so collected has increased by 145 per cent over the past ten years.

The bulk of the receipts are for returns relating to external trade statistics supplied on a regular monthly or quarterly basis. The current annual charges for that service, as fixed in March 1980 are as follows: Monthly return—£5.00 plus £0.50 per tariff item. Quarterly return—£5.00 plus £0.25 per tariff item.

asked the Minister for Foreign Affairs the total amount of revenue received by him in fees for licences and services, the amount collected under each category of fee in 1979, the percentage by which that amount has increased in the past ten years, if this is determined by a cash figure set for the amount of the fee, if so when that cash figure was last set, the figure at which it now stands and the had been indexed to the cost of living since it was last set.

In the year 1979 a total of £726,234 was collected in fees by my Department of which £559,740 was for passport services and the balance for general consular services. The total amount collected for the financial year 1969-70 was £111,081, but no breakdown is available for that period as between passport and general consular services. This represents an increase of 560 per cent in 1979 over 1969-70.

Over the ten-year period involved, fees were increased in 1975 and again in 1977. The yardstick used for these increases was in fact the percentages in the relevant intervals by which the consumer price index had increased.

The information sought is set out in the tabular statement below.

Fees are collected for a wide variety of licences and services provided by my Department and the total amount collected in 1979 in respect of each category of fee is given in the table. To give the amounts received for each individual item in each category of fee would involve a very substantial amount of staff time and effort and I do not consider that that would be justified. The statement however does show, with the exception of courts fees and Land Registry fees, the present fee for each item in each of the categories together with the rate at which it would now stand if it had been indexed to the cost of living since it was last set.

It will be seen from the statement that some categories of fees were revised in 1979 and 1980. All the remaining categories of fees have been examined in recent months and will be revised in the near future. While my Department have responsibility for the collection of fees for vehicle plates their revision is a matter for the Minister for Transport.

The total amount collected by the Minister for Labour in respect of fees for licences and services in 1979 was £9,200, all of which related to fees paid under the Employment Agency Act, 1971. The receipts in the financial year 1972-73, when the fee was introduced, totalled £325. The fee was increased from £5 to £100 with effect from 1 February 1977. If the fee had been indexed to the cost of living since 1 February 1977, the rate would now be £138.58.

Fees received by my Department are in respect of the cost of services provided by the Department, including the Civil Service Commission and Local Appointments Commission. The amount collected in 1979 was £1, 625,014. This represents an increase of 1,074 per cent in revenue in the period.

The increase in receipts reflects expansion in services provided as well as increases in the cost of providing such services. In each case, the amount received covers the actual cost of providing the service. One of the services was first provided in 1974.

The only fees collected by my Department are in respect of the use of impressed stamping machines by employers for the purpose of stamping insurance cards. Since the introduction of fully pay-related contributions in April 1979 and the consequent abolition of the social insurance card, the machines are used only to stamp wet-time cards. The amount collected in 1979 was £344 which is 63 per cent less than the amount collected ten years previously. The basic fee of £1.50 has not been altered since it was first introduced in 1951. If it had been indexed to the cost of living since then the fee would now be £10.66.

The required information in regard to fees paid to my Department is as follows:

1. Revenue collected in 1979 in respect of fishery harbour rates and charges at Killybegs and Castletownbere Fishery Harbour Centres was £30,868.04 compared with £1,293.52 collected in 1970. This represents a percentage increase in revenue over the period of 2,387 per cent. The rates and charges were last set (a) in the case of Killybegs Fishery Harbour Centre on 26 September 1978 and (b) in the case of Castletownbere Fishery Harbour Centre on 22 January 1979.

The rates and charges cover various facilities or services available to fishing and other vessels using the harbours, the main source of revenue coming from fish landings for which rates of 4p per 50 kgs are charged for fresh fish and 3p per 50 kgs for fish for reduction to fishmeal. If these rates had been indexed to the cost of living since mid-February 1979 it is estimated that they would now stand at 5p and 4p per 50 kgs respectively.

2. An annual fee of £1 is paid by each exporter in respect of salmon export licences. The total amount collected in 1979 was £70 and in 1970 was £98. The fee of £1 has been in existence since 1940 and would now stand at £12 if it had increased in accordance with the rise in the cost of living index.

Consideration is at present being given to increasing substantially the amount of this fee.
