Mr. Horgan

asked the Minister for Finance the total amount paid in ground rents by the State, the names and addresses of the ground rent landlords in respect of each property involved, the cost of purchasing each and the plans, if any, to purchase the ground rents concerned.

Mr. O'Kennedy

The total annual amount now payable in ground rents by the State is £14,101.39. The names and addresses of the ground rent landlords are included on a tabular statement which, with the permission of the Ceann Comhairle, I propose to circulate with the Official Report. There are 367 ground rents payable in all and it is policy to purchase these rents as opportunity offers. As each purchase must be negotiated separately with the owner, it is not possible to indicate in advance the cost involved.

I honestly could not. When the Deputy sees the tabular statement—there are 367 of them—he will be better qualified to make an assessment. I could not do it accurately now. Some are but I could not say how many.

I will not press that supplementary. However, might I ask the Minister whether he believes, for example, that it will be possible for his Government to acquire all the ground rents concerned before the next general election and, if that is not possible, would he not agree that that, in itself is a reflection of the manifest inadequacy of the Government's legislation?
