asked the Minister for the Environment if he will introduce a scheme of grants to enable householders to introduce energy conservation measures in their homes.

I do not propose to introduce such a scheme of grants at present. The benefits, financial and otherwise, to be derived from simple conservation measures in the home such as attic insulation, lagging of hot water cylinders and distribution pipes and draught-proofing of doors and windows have been brought home to the public in a nation-wide publicity campaign conducted by the Department of Energy and through literature distributed by the Electricity Supply Board. The cost of these measures is not very great and the benefits which would accrue are a considerable incentive to householders to undertake the work themselves.
