andMr. White asked the Minister for the Environment if he will give details of all schemes put forward by Donegal County Council which require the sanction of his Department including (i) the date of submission in each case (ii) the date of sanction and (iii) if sanction is outstanding, the reason for the delay.

: Road authorities are required to submit to the Department, for approval, detailed proposals for expenditure of the following categories of road grant:

(a) National Primary Road Improvement;

(b) National Primary Road Maintenance;

(c) National Secondary Road Improvement;

(d) National Secondary Road Maintenance;

(e) Special grants for improvement works on roads other than national roads.

Housing—under developed procedures it is a matter for each local authority to plan and initiate any housing scheme of 60 houses or less in its functional area having regard to the capital resources available. As all of the local authority housing schemes proposed or being carried out at present by Donegal County Council come within devolved procedures the question of my Department sanctioning these schemes does not arise.

Sanitary Services—the information regarding sanitary services schemes is being assembled in my Department and I will forward the appropriate information to the Deputies as soon as possible.

Libraries—proposals for library development are submitted by library authorities to An Chomhairle Leabharlanna for technical approval before the Department considers them for loan sanction.

Letterkenny Library—the Department received notification of an outline proposal for a new library headquarters in Letterkenny on 22 November 1977. An Chomhairle Leabharlanna approved the outline scheme on 17 April 1978 and the working drawing on 28 January 1980. The detailed plans for the scheme were forwarded to the Department on 27 February 1980 and the Department's Chief Engineering Adviser's technical recommendations were notified to the council on 30 July 1980. These recommendations are now being examined at a technical level by Donegal County Council. The estimated cost of the scheme is £610,000.

Settlement of travelling Families—a proposal by Donegal County Council for the erection of a demountable dwelling for a travelling family at Milford was submitted on 15 February 1980. Sanction is still outstanding because problems have arisen regarding the technical unsuitability of the dwelling.

Swimming pools—on 6 March 1978 Donegal County Council sought approval for the provision of a swimming pool in Ballybofey. The proposal will be considered in the light of the capital available in 1981 for swimming pools and demands on that capital.
