Mr. Horgen

asked the Minister for Education if he will state in relation to each current (a) senior visiting fellowship, (b) post-doctoral research fellowship in science and engineering, and (c) maintenance allowance for post-graduate training and research in pure science and enginerring: (i) the criteria for making awards in each category, (ii) the grantholders, the amount of grant in each case, and the purpose for which the grant was awarded and (iii) the duration of the grant in each case.

: The following is the information requested by the Deputy:

(a) Senior Visiting Fellowships.

(i) Criteria for making awards

Senior Visiting Fellowships are granted to senior academics and engineers to enable them to visit institutions and universities outside the State to familiarise themselves with new developments and processes in their fields of work. The Department of Education are advised by the Royal Irish Academy of the candidates who are recommended for award of a Fellowship.

(ii) Grantholders, amount of grant and purpose of grant

See list A attached.

(iii) Duration

The duration of the fellowships awarded in the current year ranges from ten days to six weeks.

(b) Post-Doctoral Research Fellowships in Science and Engineering

(i) Criteria for making awards

(1) Research fellowships are awarded for research in science and engineering. Research in medical and social science is not covered by the post-doctoral fellowship shceme.

(2) Fellowhsips are tenable at any one of the following institutions:

University College, Dublin;

University College, Cork;

University College, Galeway;

Trinity College, Dublin;

An Foras Talántais, Dublin 4;

Institute of Industrial Research and Standards, Dublin 9.

Candidates should propose to work in institutions other than those is which they are working at the time of application.

(3) Candidates must hold the degree of Ph. D or have equivalent research experience. Applications are considered from engineers or technologists with suitable industrial experience.

(4) Candidates must be under the age of 30 years and preferebly under the age of 28 years on 20 March of the year of application.

(5) Fellowships are full-time appointments, and each holder must:

(a) engage in research;

(b) if he is employed in a university department, undertake such limited amount of teaching or other work as may be assigned by the head of the Department concerned;

(c) if he is employed in a research institute, undertake such limited amount of teaching or other work as may be assigned by the director of the institute concerned;

(d) act in accordance with the rules, regulations and statutes made by the authorities of the college or institute in which he is employed.

(ii) Grantholders, amount of grant and purpose of grant

(iii) Duration

Fellowhships are tenable, subject to satisfactory performance, for two years in the first instance, and may be extended for a further year..

(i) Criteria for making awards

Applications are considered only from candidates who have attained the following qualifications in a pure science or engineering area:—

(1) First class honours degree

Second class honours degree, grade one,

M.Sc. degree (1st or 2nd class honours) obtained by examination

M.Sc. degree obtained as a result of research emobdies in a thesis.

M.A. degree (1st or 2nd class honours) in suitable subjects,

M.Eng.Sc. degree,

M.E. degree,

In general, allownaces are awarded only to graduates of universities within the State and are paid only in respect of research carried out in a university within the State.

(2) The proposed subject of research should be of a scientific character.

(3) The candidate may not receive more than £1,700 per annum as an allowance under the scheme and/or an allowance or scholarship or remuneration from any other body (including a local authority higher education grant and/or payment of fees).

(iii) Duration

Maintenance allowances are awarded for a period of 1 year initially and may be renewed for a further period of two years (three years in all) at the Minister's discretion and subject to a satisfactory report from the supervisor.

No equipment grants have been claimed as yet for 1980-81 and only those grants shown have been claimed in respect of 1979-80. In practice, most fellows claim equipment grants in their first year.
