asked the Minister for Justice if he is aware that the present legal position governing leases for purpose-built flats is extremely unsatisfactory and that many owners of new flats are buying into properties on leases which will create problems of maintenance and responsibility in years to come; if he has received representations from various people on this matter; and if he proposes to introduce legislation governing the general position of leases for purpose-built flats.

: Apart from representations of a general kind that were received from one person by my predecessor in office, there is no record in my Department of representations to the effect that the present legal position concerning leases for purpose-built flats is unsatisfactory. No specific problems have been brought to my notice. Accordingly, I am not aware that the position is as described by the Deputy and I have no proposals for legislation in this area. If I do receive representations tending to establish that the position is unsatisfactory it would be my intention to refer the matter in the first instance to the Landlord and Tenant Commission for investigation.
