asked the Minister for Defence if he is satisfied that the procedures for the planning and construction of army houses is sufficiently flexible in order to obtain quick results; if administrative delays occur and if the procedures are cumbersome; and if he will introduce a crash programme of army housing and enlist the services of consultants to speed up the process.
