asked the Minister for Social Welfare when disability benefit which is owed for some time will be paid to a person (details supplied) in County Kilkenny.

The person concerned claimed disability benefit from 23 February 1981 and has been paid at the maximum appropriate rate. All disability benefit and pay-related benefit due from 27 February 1981, fourth day of incapacity, to 9 April 1981 has been issued.

asked the Minister for Social Welfare the reason a person (details supplied) in County Dublin has not received disability benefit for the past five weeks despite having received it in the previous seven weeks; and if he will make a statement on the matter.

The person concerned claimed disability benefit from 2 January 1981 and was paid from 6 January, fourth day of incapacity, at the maximum appropriate rate. Payment of all disability benefit and pay-related benefit due, less reimbursement to the health board of supplementary welfare allowance advanced, has been made to 4 April 1981 after which date he resumed work. The delay in payment was due to the fact that he quoted an incorrect RSI number on some of the medical certificates submitted in connection with his claim.

asked the Minister for Social Welfare when an old age pension will be paid to a person (details supplied) in County Donegal.

The social welfare officer is unable to finalise the means assessment in this case until he receives a reply to an inquiry he has made seeking verification of the amount of the claimant's husband's American pension. If a pension is recommended it will be put into payment on a provisional basis pending the local pension committee's decision. Should the decision be unfavourable the claimant will, of course, have a right of appeal against it.

asked the Minister for Social Welfare the reason for the delay in the payment of disability benefit to a person (details supplied) in County Kilkenny.

The person concerned claimed disability benefit from 28 December 1980 to 13 March 1981. She was not entitled to payment as, according to the Department's records, no contributions were paid or credited since 1971-2. She was requested to furnish details of her employment prior to her claim but no reply was received from her.

Further inquiries were made by my Department and as a result it was ascertained that she had sufficient weeks of insurable employment to qualify her for payment. A cheque paying the full period of her claim has now been issued.

The question of her entitlement to pay-related benefit is being investigated and any benefit due will issue as soon as possible.

asked the Minister for Social Welfare the reason for the delay in the payment of unemployment benefit to a person (details supplied) in County Kilkenny.

The person concerned does not satisfy the statutory contribution conditions for entitlement to unemployment benefit on the basis of his Irish insurance record. However, inquiries are still in train to ascertain if he has a record of insurable employment in the United Kingdom. When the inquiries are finalised a decision on his claim will be made as expeditiously as possible. The person concerned was invited to apply for unemployment assistance but he declined to do so.

asked the Minister for Social Welfare the reason for the delay in the payment of disability benefit on the claim made by a person (details supplied) in County Kilkenny.

The person concerned claimed disability benefit from 12 January 1981 and has been paid at the maximum appropriate rate. All the disability benefit due from 15 January 1981, fourth day of incapacity, to 23 January 1981 after which date he resumed employment, has been paid.

The delay in payment was due to the fact that a first certificate only was received from him. Inquiries were necessary to ascertain the period of his absence from work due to illness before payment could be authorised.

asked the Minister for Social Welfare the reason for the delay in the payment of disability benefit to a person (details supplied) in County Kilkenny.

The person concerned claimed disability benefit from 17 November 1980 and has been paid at the maximum appropriate rate. All disability benefit and pay-related benefit due from 20 November 1980 to 20 December 1980, after which date he resumed employment, has been paid.

Payment in respect of the period 17 to 24 November 1980 issued early in December 1980 but, due to an administrative error, payment for the period 25 November to 20 December 1980 did not issue until recently.

asked the Minister for Social Welfare the reason for the delay in the payment of disability benefit to a person (details supplied) in County Kilkenny.

The person concerned claimed disability benefit from 5 January 1981 and has been paid at the maximum appropriate rate. All disability benefit and pay-related benefit due from 8 January 1981, fourth day of incapacity, to 14 February 1981 after which date he resumed employment, has been paid. The delay in the payment of benefit was due to the fact that he quoted an insurance number only on medical certificates submitted in connection with his claim. The certificates concerned were returned to him but the RSI number furnished did not refer to him and consequently it was not possible at that stage to obtain details of his employment record for 1979-80. The correct number was eventually traced and payment of the benefit was made on 7 April 1981.

asked the Minister for Social Welfare why disability benefit has not been paid for the past five weeks to a person (details supplied) in Dublin; and if immediate arrangements will be made to pay benefit and the outstanding arrears.

The person concerned claimed disability benefit from 21 February 1981 and has been paid at the maximum appropriate rate. All benefit due from 25 February 1981, fourth day of incapacity, to 21 March 1981, after which date he resumed work, has been paid. He has been requested to furnish details of his earnings for 1978-79 in order that his entitlement to pay-related benefit can be determined. The delay in the payment of benefit was due to the fact that it was necessary to ascertain the amount of supplementary welfare allowance due for refund to the health board before payment could be authorised.

asked the Minister for Social Welfare if he is aware that pay-related benefit has not been paid for eight weeks to a person (details supplied) in Dublin, who has been drawing the basic unemployment benefit; and when benefit and the outstanding arrears will be paid.

The entitlement of the person concerned to pay-related benefit could not be determined until details of his reckonable earnings were known. The necessary information is now to hand and arrangements have been made to pay all arrears of pay-related benefit this week.

asked the Minister for Social Welfare if he is aware that in a case (details supplied) in Dublin disability benefit has not been received since 26 February 1981; and when payment will be resumed and the outstanding arrears paid.

The person concerned claimed disability benefit from 28 November 1980 and has been paid at the maximum appropriate rate. All disability benefit and pay-related benefit due from 2 December 1980, fourth day of incapacity, to 9 April 1981 has been issued. Five cheques in payment of benefit have been issued since 26 February 1981. The first of these cheques issued on 5 March and the most recent cheque issued on 7 April 1981.

The person concerned claimed disability benefit from 13 February 1981 and all disability benefit due to 4 March 1981, after which date she resumed work has been issued. The delay in payment was due to the fact that she did not quote her RSI number on the medical certificates submitted in connection with her claim. The question of her entitlement to pay-related benefit is being investigated and any benefit due will issue as soon as possible.

The person concerned claimed disability benefit from 17 March 1981 and has been paid from 20 March, fourth day of incapacity, at the maximum appropriate rate. All disability benefit due to 4 April 1981 has issued. When details of his earnings are available pay-related benefit, if due, will issue. The delay in the payment of benefit is due to the fact that he does not appear to have submitted any medical evidence of incapacity to my Department. The name of his employers was obtained from the claim form and on confirmation by the employers of the period of absence from work due to illness payment was authorised.

The person concerned claimed disability benefit from 24 February 1981 and payment of all disability benefit due to 4 April 1981 has now been made. The delay in payment of benefit was due to the fact that it was necessary to make certain inquiries, in view of the disallowance of her previous benefit claim by an appeals officer, before payment could be authorised.

The person concerned claimed disability benefit in respect of the period 26 December 1980 to 7 February 1981 after which date she was certified fit to resume work, Following confirmation of the period of her absence from work with her employers all disability benefit due was issued on 31 March 1981. The delay in payment of benefit was due to the fact that she submitted medical certificates under an incorrect insurance number and she did not quote her Revenue and social insurance number. The question of her entitlement to pay-related benefit is being investigated and any benefit due will issue as soon as possible.

The person concerned claimed disability benefit from 23 December 1980 and was paid from 26 December, fourth day of incapacity, at the maximum appropriate rate. He was certified fit to resume work on 23 February 1981 but through inadvertence he was paid to 17 March 1981. There was some delay in payment in the early stages of his claim as he was quoting his insurance number, instead of his RSI number, on some of the medical certificates at that time.

The person concerned claimed disability benefit from 12 January 1981 and was paid from 15 January, fourth day of incapacity, at the maximum appropriate rate. All disability benefit and pay-related benefit due was paid to 12 February, after which date he was certified fit to resume work. A list of the cheques issued has been sent to him to enable him to indicate which cheque was not received by him. On receipt of his reply any further action necessary will be taken. He again claimed disability benefit from 25 March 1981 and payment of all disability benefit and pay-related benefit due to 4 April has issued.

The person concerned had been in receipt of disability benefit from 4 July 1980. Due to an administrative error payment ceased on 24 February 1981. Benefit has now been restored and payment of all benefit due has been made to 4 April 1981.

The person concerned claimed disability benefit from 28 November 1980 and was paid from 2 December, fourth day of incapacity, at the maximum appropriate rate. Payment of all disability benefit and pay-related benefit due, less amount reimbursed to the Health Board of supplementary welfare allowance advanced, has been paid to 4 April 1981. The delay in payment was due to the fact that it was necessary to ascertain from the health board the amount of supplementary welfare allowance due for refund before payment of the balance of benefit could be made.

The person concerned claimed injury benefit from 23 September 1980 and was paid for the statutory 26-week injury benefit period to 23 March 1981. After that date disability benefit was payable at the maximum appropriate rate. Payment of all injury benefit and disability benefit due, less the amount reimbursed to the health board of supplementary welfare allowance advanced, has been made to 6 April 1981. He is not entitled to pay-related benefit. The delay in payment was due to the fact that it was necessary to ascertain from the health board the amount of supplementary welfare allowance due for refund before payment of the balance of the benefit could be made.
