asked the Minister for the Environment if he will approve a fireplace grant for an applicant (details supplied) in County Dublin; and if he is aware that this applicant contends that the guidelines under the scheme were in fact complied with.

It is an absolute condition of eligibility under the new scheme of house improvement grants that work must not have commenced prior to an inspection of the house by the Department's inspector. This qualifying condition is set out in the Department's explanatory memorandum on the scheme which issued to all prospective applicants with the application form. As the work was started in this case prior to inspection the application has had to be refused. The applicant was informed accordingly on 23 November 1981.

asked the Minister for the Environment when the balance of a house reconstruction grant will be paid to a person (details supplied) in County Tipperary.

Under the Housing (Miscellaneous Provisions) Act, 1979, the latest date for the receipt of a claim for payment of the balance of the grant in this case was 31 January 1980. As no such claim was received the balance of the grant cannot now be paid.

A house improvement grant for the provision of a water supply will be paid in this case as soon as possible.

When an inspection establishes that the house has been completed and occupied and that the conditions applying to the grant scheme have been complied with, a grant will be paid.

An application from the person named under the former scheme of new house grants was rejected in September 1977.

When an inspection establishes that the house has been completed and occupied and that the conditions applying to the grant scheme have been complied with, a grant will be paid.

asked the Minister for the Environment the reason a house improvement grant has not been paid to a person (details supplied) in County Tipperary; and when it will be paid.

This applicant was requested on 12 March 1980 to forward to the Department evidence that, on or before 21 January 1980, he had—

(a)entered into a contract for the carrying out of the relevant works,

or

(b)commenced the work,

or

(c)purchased the necessary materials.

He was also advised to the same effect by the Department's inspector. However, he has not, to date, complied with this statutory requirement and the application cannot be advanced until he does so.

asked the Minister for the Environment if he will arrange to pay a new house grant to a person (details supplied) in County Cork.

The applicant has been asked to complete a form SL4 and have it certified by his inspector of taxes confirming that he has not previously claimed income tax relief in respect of interest paid on money borrowed to purchase or build a dwelling, and to submit a site location map. These were not enclosed with his communication of 2 November last. On receipt of the above, an inspection will be arranged with a view to the allocation and payment of the grant if in order.
