asked the Minister for Agriculture if he will sanction and pay grants at the old rate in cases where the delay in processing claims was due to an officer being on official sick leave.

As I mentioned in reply to a question on 1 December 1981 there is no undue delay in processing applications for grants under the farm modernisation scheme except in one office where there were special circumstances. Applications received in that office will be examined on their merits.

asked the Minister for Agriculture the reason a person (details supplied) in County Offaly has not been allowed grant aid from the 1981 livestock hardship fund scheme in view of the fact that he has 23 reactors out of a herd of 72 cattle.

During the period of operation of the 1980-81 hardship fund scheme six qualifying reactors were detected in the herd of the person named by the Deputy. Since this number did not exceed 20 per cent of the basic herd — 78 animals — no grant was payable.

Under the 1981-82 scheme, the basic herd was 71 animals. To date, ten qualifying reactors have come to light and four additional reactors may also qualify. However, qualifying reactors under the 1981-82 scheme would have to exceed 14—20 per cent of the basic herd—before the question of a payment would arise.
