asked the Minister for Agriculture when a suckler cow grant will be paid to a person (details supplied) in County Donegal.

Payment of grant under the 1980 EEC suckler cow scheme was held up pending clarification of herd ownership and will be made to the person named within the next few weeks.

asked the Minister for Agriculture if he will make arrangements to pay a farm building grant to a person (details supplied) in County Laois.

The application in this case was received only recently. An approval will issue shortly.

The work in this case was certified only recently. The grant will be paid when normal processing procedures have been completed.

asked the Minister for Agriculture when a western drainage grant will be paid to a person (details supplied) in County Galway.

The grant will be paid shortly.

asked the Minister for Agriculture if he will arrange for the early payment of a grant to a person (details supplied) in County Roscommon.

The person named is an applicant under the 1981 EEC suckler cow and beef cow schemes. He will be paid his beef cow grant shortly and his suckler cow grant in February 1982, after the end of the six months retention period specified in the scheme.

asked the Minister for Agriculture if he will approve the payment of a hardship grant to a person (details supplied) in County Roscommon.

Payments under the hardship fund scheme are restricted to cows, in-calf heifers and other cattle which kill out at less than 100 kgs, and the number of qualifying reactors must exceed 20 per cent of the basic herd. In the case of the person named by the Deputy, 22 of the 27 reactors failed to qualify because they killed out in excess of 100 kgs. Since the remaining five reactors did not constitute 20 per cent of the basic herd, no payment is due to the herdowner.

asked the Minister for Agriculture when a building grant under the farm modernisation scheme will be paid to a person (details supplied) in County Carlow.

The work in this case was certified only recently. The grant will be paid when normal processing procedures have been completed.

asked the Minister for Agriculture the reason for the delay in paying a fertiliser subsidy to a person (details supplied) in County Kilkenny.

Clearance for the scheme under which this subsidy is payable was received from the European Commission only on 9 December 1981. In the case referred to, payment will be made shortly.

asked the Minister for Agriculture when a grant under the farm modernisation scheme will be paid to a person (details supplied) in County Kilkenny.

The grant in this case has been paid.

asked the Minister for Agriculture the reason a farm modernisation grant has not been paid to a person (details supplied) in County Tipperary; and when this grant will be paid.

The local office of the Department have not yet been notified by the applicant that the work has been completed. When notification is received a final inspection will be carried out and if the work is satisfactorily completed the grant will be paid without delay.

The grant in this case has been paid.

The grant for land reclamation in this case will be paid shortly. Under the programme for western development, grants for fencing are available only in connection with the division of commonages and the improvement of mountain pastures.

Applications under the western drainage scheme are being processed in order of receipt and it is not possible to indicate precisely at this stage when this application, received in April 1981, will be investigated. However, the matter will be dealt with as soon as possible.

asked the Minister for Agriculture if he will pay a farm grant to a person (details supplied) in County Cork.

It is a condition for the payment of grants to development farmers under the farm modernisation scheme that an extract of farm accounts is submitted for each year of the plan. As the applicant in this case is a development farmer the grant cannot be paid until the necessary extract is furnished.

There is no record of an application in respect of a western drainage grant from the person named.

asked the Minister for Agriculture if he will sanction an application for a farm grant for a person (details supplied) in County Cork at the former higher rate as he submitted all forms to the farm development office on 25 July 1981.

Under an EEC regulation farmers other than those in the development category are eligible for the higher rate of grant only on a maximum investment of £12,000. As the applicant's investment to date has exceeded this maximum he can qualify for the higher rate on further investment only by being classified as a development farmer. His position in this regard is at present being assessed.

My Department have no record of an application from the person named by the Deputy in respect of either the 1980 or the 1981 EEC schemes of premiums for good quality ewes.

There is no record of an application for a western drainage grant for the applicant mentioned.

The approved scheme of work was not satisfactorily completed when inspected recently.

National subsidies on exports of cattle or beef are not permitted under EEC rules. Export refunds financed by the EEC are payable to exporters of cattle and beef to third country markets, the amount of the refund being determined by the weight and type of product and the export destination.

It should be noted that all cattle slaughtered in this country are given additional indirect support through the intervention system.

Payment of grant under the 1981 EEC suckler cow scheme will be made to the person named in February 1982, after the end of the six months retention period specified in the scheme.
