As I indicated in reply to a question by the Deputy on 21 July last, where a person has sustained serious and permanent disablement, or had died as a result of an injury which it is reasonably certain was caused by the negligent use of an untraced vehicle, the Motor Insurers' Bureau is prepared to consider making an ex gratia payment.
