I thank Deputies for their contributions during the past two days of long sittings. This is a rather complicated Bill but I believe it will be of benefit both to the construction industry and to people looking for houses. I understand that the Opposition do not agree with all the points I made but I thank them for the good humour and courtesy shown at all times during the debate.

I should like once again to register the objection of this party to the time scale and procedure for dealing with this Bill. Of its nature it deserved time for reflection and consideration of amendments. Yesterday we had the Second Stage debate and today we have had Committee Stage and this was not appropriate. It was totally out of order to guillotine this measure in this manner. The Government have refused to accept legitimate amendments which would have been an improvement and would have provided guarantees with regard to the traditional forms of mortgages available in the housing market. For that reason we will be opposing this Stage.
